When any action animation plays gauge time is paused and said action takes priority over everything else. Other than that you don't need any gauge full to move and position your dragon best either for defense or offence. You can choose to act with one, two, or three filled gauges with different actions needing a different amount full. The gauges fill up all the time for you and unrevealed for the enemy. He didn't say it's an action game where you dodge or whatever either for you to claim that's not the case therefor he doesn't know his shit. Him describing it as active timer battle after Final Fantasy coined the term for a similarly time based system was accurate. No you just got caught being ignorant and try to save face while being offensive.
